is there a simple way to make skins for the dg4?

DGIV skin sdk.

You might need paint.net or the gimp (with the import funtion for psd) to edit the psd files.

Then export as dds

Would it be possible to send me/post the source files for the NASA/Shuttle skin - I just want to make some adjustments to it
to turn it into a CCCP skin - all credit to the original author, of course.

Yeah, but I am a hopeless graphics artist and reckoned if I could take somebody nice white DG IV - e.g. the NASA one, and
replace the markers with some simple Hammer and Sickle Flags and CCCPs I would be in business!!!

Note that Paint.NET will not open Adobe Photoshop files.  I have converted them to a Paint.NET project files, but am waiting
permission before mounting them somewhere. Paint.NET will output dds files.

I have no problem with opening the Photoshop files. There are plug-ins availible!

Actualy, if you look at the DGIV downloads page, there is a DGIV skin dedicated to Dan. It's the DanPolli (that's his
real name) one, try searching for it.

It is actually the very first skin that was created by the SDK. Go to the bottom of the last page and you shall find it.
